First let me say this build is heavily influenced by Esoteris' and Nokowi's posted assassin builds on the DDO forums.  As well as many others.  I have played assassins from the beginning of my time playing DDO.  Gijo is also my first toon I am working on racial past lifes for.

It looks solid. Just a couple of comments.

Because I haven't been playing recently, I'm a bit out of touch with current thresholds. But if your will save is at all decent (and I know current gear can get it fairly high but I don't know if it's high enough for current content), then I'd go for slippery mind over skill mastery. It effectively doubles the value of your will save. If you can't get it to even a small level of effectiveness, though, then it's not worth it.

Also, balanced attacks is a pretty awesome twist for any twf build. It goes very well with sense weakness and no mercy.

Updated Assasin Build.  Currently I am running as a Sunelf (final Sun Elf life), but final life will be heroic Aassimar.  The only difference is the Enhancement points in the racial trees as shown at the bottom.

ok the DPS has lead me to change Gijo's build.  The main change is I now spend 31 points in Vistani.  The difference is I lose 4-7% dodge/max dodge and 5 ac.  I also lose 30% to helpless opponents and 3 dex from not having Shadow Dodge.  So I lose a point or 2 DC for Assassinate.

I gain 10% double strike in both main hand and off hand.  Resulting in a considerable increase in DPS according to our testing.  I will run this way for a bit to see how I like it in a variety  of situations.
